A shared commitment to climate adaptation
The Black Sea region faces increasingly severe environmental challenges: prolonged droughts, extreme heatwaves, unpredictable rainfall patterns, and pressure on ecosystems, public health, and local economies. In this context, the LAP BLACK project aims to enhance the ability of local authorities to respond proactively and systematically to the impacts of climate change.
The project brings together a strong international partnership led by Istanbul Technical University (Turkey), with the Municipality of Sakarya (Turkey), the Municipality of Kobuleti (Georgia), the Ukrainian Association of Business Support Centers (UABSC), and the Municipality of Kavala (Greece).
Highlights from the 1st LAP Team Meeting
The meeting in Kavala brought together local stakeholders — representatives of institutions, organizations, and civil society — to exchange perspectives and set the foundation for the city’s Local Adaptation Plan.
The agenda focused on three key aspects:
- Presentation of the LAP BLACK project and its objectives,
- The role and structure of the Local Action Plan Team,
- Roadmap for preparing Kavala’s Local Adaptation Plan.
Participants emphasized the need for integrated and participatory approaches, highlighting priorities such as:
- Protecting and managing water resources,
- Investing in green urban infrastructure and public spaces,
- Raising awareness among citizens and fostering community engagement.
Looking ahead
The discussions set the stage for the next steps: conducting a local climate risk and impact assessment and developing a comprehensive Local Adaptation Plan (LAP) with concrete measures. These efforts will not only strengthen Kavala’s resilience but also contribute to a broader transnational framework of cooperation and knowledge exchange within the Black Sea region.

The first LAP Team meeting demonstrated the importance of collaboration between technical expertise and local experience. By mobilizing institutions, services, citizens, and organizations, Kavala is taking an active role in shaping sustainable responses to the climate crisis.
The Municipality of Kavala remains committed to working with local stakeholders and international partners to promote climate resilience and ensure a more sustainable future for the city and the wider Black Sea region.
