Project Summary
The LAP-BLACK project aims to enhance the intervention capacities of local authorities in the Black Sea Region to mitigate the effects of climate change. The project's overall objective is to create a sustainable and climate-resilient region while highlighting the importance of local intervention and collaboration. The specific objectives include building adaptation teams, developing Local Adaptation Plans, establishing pilot applications, monitoring and updating Local Adaptation Plans and engaging stakeholders to raise awareness and disseminate project results. The communication objectives are to raise awareness, engage stakeholders, disseminate results and promote best practices.
The project highlights the climate projections for the Black Sea region, emphasizing the need for action due to increasingly Mediterranean-like characteristics, such as warmer and drier conditions, heatwaves, longer, hotter summers and changes in rainfall patterns. These changes have extensive implications for agriculture, human health, ecosystems and various aspects of life. The economic consequences include changes in agriculture productivity, damage to infrastructure, increased costs of disaster response and strain on regional economies.
To address these challenges, the LAP-BLACK project proposes a transnational cooperation approach, focusing on the development of Local Adaptation Plans and the integration of adaptation and mitigation measures. The project aims to establish adaptation teams, develop Local Action Plans, implement pilot projects and engage stakeholders. The project outputs will benefit local and national authorities, sectoral agencies, infrastructure providers, interest groups, higher education and research organizations, SMEs and business support organizations, contributing to improved adaptation capacity, sustainability and quality of life in the region.
The project emphasis the EU Adaptation Strategy and the approach of the Covenant of Mayors (CoM) to support cities in developing urban adaptation strategies. The project brings together academia and municipalities to address climate change challenges in the Black Sea region. Istanbul Technical University (ITU) serves as the lead partner, providing scientific expertise, coordination and guidance. Other partners are local authorities representing the affected communities and UABSC executing activities on behalf of Mykolaiv Municipality, offering local knowledge, governance experience and implementation capabilities. The partners' diverse expertise covers areas such as international projects, technical research, governance, urban planning, infrastructure resilience, sustainable development and community engagement, enabling a comprehensive approach to tackling climate change in the region. Through collaboration, the partners develop Local AdaptationPlans, implement pilot projects and monitor progress.
The LAP-BLACK project’s outputs and results include the establishment of Local Adaptation Teams, conducting research and field studies to investigate climate change impacts on sectors such as agriculture, tourism and water resources, producing a Risk Assessment Analyses Report, developing locally tailored action plans, establishing sustainable parks, establishing a monitoring and evaluation framework, conducting capacity building and knowledge dissemination activities and enhancing collaboration and stakeholder engagement.
The LAP-BLACK project emphasizes financial, institutional, political and lasting effects sustainability. Financial sustainability is ensured through resource allocation and leveraging funds from various sources. Institutional sustainability is achieved by establishing ownership and dedicated staff for maintenance. Political sustainability is pursued through influencing policies and legislation. Lasting effects are fostered through the utilization of project outputs, dissemination, capacity building and knowledge exchange. The project also emphasizes transferability by providing documentation, guidelines, training, dissemination and international cooperation to benefit other regions facing similar climate change challenges. Stakeholder engagement, communication, outreach, policy advocacy and knowledge exchange are key strategies to ensure effective utilization and transferability of the project outputs.
